There are more than 250 thousand migrant workers' children studying in Quanzhou city of Quanzhou, Fujian province. Among them, there are 210 thousand people in the compulsory education stage, accounting for 21% of the total number of students in the city. They enjoy equal educational opportunities with local students.

Quanzhou is a big city outside China. Now more than 97% of migrant workers in Quanzhou are studying in public schools, and their fees are the same as those of local students.

The local education department expressly stipulates that schools at all levels and compulsory schools bear the obligation and responsibility to accept their children's enrolment. Migrant workers' children, like local students, receive public schools mainly, and the enrollment of migrant workers' children must be balanced according to their class resources.

From the beginning of this spring, children of migrant workers in Quanzhou study in rural areas to avoid tuition fees and textbooks.

Schools in rural areas should not collect tuition fees for all students, including migrant workers, and the children of migrant workers who are enrolled in schools in the county or central urban areas should be arranged by the education department.

In order to ensure equal access to compulsory education for children of migrant workers, Quanzhou has issued some opinions on further improving the compulsory education for children of migrant workers.

According to relevant policies, all locals plan to build new schools or expand the scale of schooling to receive children from migrant workers, and integrate them into local social development plans. The construction land and funds needed are mainly coordinated by the local government. The teachers added to the education of migrant workers' children are allocated to the teachers according to the provincial standards for teachers' preparation. The salaries of teachers are paid according to the local teachers' standards; the public funds for students who undertake the educational tasks of migrant workers' children are the same as those of the local students.

In the management of migrant workers' children after admission, the Quanzhou Municipal Education Department has also set up the compulsory education registration card and student status card, which are the same as the local students, to provide free reading certificates for migrant workers, organize winter camps, and carry out "Fujian culture" into the campus, so as to help migrant workers really integrate into the local community.
